Speak with Waynil Garwater at the Garwater Regency in Gnomeland Security Headquarters ( -562, 174, 919 ) Must have completed 'Dog Day Reconnaissance' and 'Biting Back At Those That Bark'.
Speak with Gimble Tinkerton in the building east of the Steamfont Windmill ( -1093, 144, 1102 )
Kill Clockwork collectors OR Clockwork disassemblers outside of Gimble's building until you have 3 Voltaic Batteries.
Charge the batteries at the charging station inside the Steamfont Windmill ( -1021, 143, 1110 )
Install the charged batteries in the clockwork gnome observatrons in the building east of the Steamfont Windmill at ( -1093, 144, 1102 ).
-These dont show up on tracking and are easily overlooked. They are in the same room as Gimble Tinkerton at /loc 1092.19, 144.54, 1104.06. To do this, simply right-click on them. It will install the battery and add the Gnome Observatron to your inventory.
Return to Waynil Garwater. This opens up the quest 'A Clockwork Snoop'.
