This quest is started by examining a note on a pillar in Palace of the Awakened
Find a copy of "Wisdom of the Flock"
Visit a bunch of statues in Palace of the Awakened
-Va're'nok the Swift - Main floor, entrance on right
-Andan the Stalwart - Main floor, entrance on left
-Aeristok the Vanquisher - Main floor in central room (Fountain Room of Aeristok)
-Ampoel the Selfless - in front of workshops, up 2 main ladders
-Kruekil the Soaring - Reflectory (up 3 main ladders)
-Vethros the Watchful - Reflectory (up 3 main ladders)
-Ma'tal of the Fifth Wind - see note
-Chey'ruk the Vigilant - see note
-Inkarun the Decisive - see note
-Maer'sol the Caring - see note
Note: 4 are in the tower section where emnity spawns for Audience with Aaryonar and the Naar'Yora defenders. You will be able to get to all 4 without killing mobs on that level, but getting there requires a group.
Bring the information to Arejo Cloudbreach in Barren Sky
Note: Completing this quest gives positive faction to the Windgazer faction
