Description :
This is part of the halfling racial progression series. It is given by Rondo "The Belly" Roundstew in the The Baubbleshire ( 947, -436) after you complete the Helping a Friend quest.
The first order of business is to gather 6 Misty Thicket Shadeblooms from around the shire. These spawn randomly on the ground.
You then must speak to Maela Meadows at 857, -417 in The Baubbleshire and then return to Rondo for your reward.
This opens up the Helping Some 'Friends' quest.
